Developed by Dr. Jana Echevarría, Dr. MaryEllen Vogt, and Dr. Deborah Short, the Sheltered Instruction Observation Protocol (SIOP) Model is the only empirically validated approach for implementing effective sheltered content instruction for students acquiring the English language.
